San Francisco is Home to the Second-Best Taco in America

The best tacos tend to be simple, with clean, vibrant, and varied flavors, each component good enough to stand on its own. The filling should be made with an eye for balance in taste and moisture level. The toppings, be they traditional onions and cilantro or new-wave chipotle harissa, should brighten, heighten, and tie the whole taco together into a cohesive, delicious dish.

We recently published our third attempt at ranking the country’s top tacos, and this time we looked to our readers to help us identify more of the best. We put out a call to action, asking them to comment on our site or our social media pages, or to email us with their nominations for the best tacos in the country. Additionally, we asked our knowledgeable Daily Meal staff and City Editors to weigh in with their picks. We gathered these nominees together and added them to all the tacos that were considered last year. In the end, we had a list of about 330 tacos, which we then compiled into a survey and sent to our distinguished panel of taco experts — food and restaurant personalities who know a superior taco when they taste one. They voted, we tallied the results, and then put together America’s 75 Best Tacos. There are some amazing tacos served around the country and, as it turns out, the second-best can be found in San Francisco.

When it comes to leaders of a culinary genre, there are few restaurants in America with greater gravitas for their respective focus than San Francisco’s La Taqueria has for tacos. That gives it, and its tacos (carnitas among them, quite arguably the best), quite a heavy reputation to live up to. La Taqueria, just one of the Mission’s many casual Mexican joints, does Mexican the way they should be done: fresh. As if the amazing rice-free burritos weren’t enough, there are the tacos. To prepare the carnitas, chef/owner Miguel Jara slow-cooks chunks of pork shoulder in cauldrons of bubbling lard until tender, then roasts it until it’s crispy. When it's tucked into a double layer of corn tortillas and topped with pinto beans, onions, and pico de gallo (and cheese and avocado if you choose).

The tacos are so good, in fact, they were voted to the #2 spot on our national list, beating out the bistex adobado taco at Tacolicious (#37) and the al pastor taco at Taquería Vallarta (#54), which means the carnitas taco at La Taqueria serves the best taco in San Francisco, the best in the state of California, and the second-best taco in America.

All week (and all summer) long, we’ll bring you transportive flavors and travel-inspired ideas from around the world, so you can take your tastebuds on a trip and give your mind a mini vacation while you’re still at home. Here, a pocket guide to tacos.

It’s hard to think of another food with the dual identity of tacos.

On any given night in Mexico City, at Taqueria Álvaro Obregón in the Roma Norte neighborhood, a hefty mustachioed taquero shaves pastor pork from his trompo onto small tortillas, tacos for drunk Chilangos (as Mexico City residents are known) under the sober gaze of General Obregón himself, framed and behind glass.

Meanwhile, a couple of miles away at Pujol, chef Enrique Olvera’s high-end modern Mexican restaurant (currently number nine on Latin America’s 50 Best Restaurants) you might find yourself looking down at a lamb “taco”: a perfect tortilla stained green with cactus paddles, delicately spooned with a little lamb barbacoa, a seared onion, and incredibly smooth blobs of avocado puree.

These days, tacos can be high or low, cheap and ubiquitous, or rare and pricey.

Once almost exclusively the food of the streets in Mexico, tacos exploded in the late 20th century to become almost ubiquitous and variable as the sandwich. From roving vendors in Mexico City hawking tacos al a canasta from plastic-lined baskets to the Doritos Locos Tacos at Taco Bell, and from fish tacos at home to Empellón Taqueria in Manhattan, for Brussels sprout and almond tacos by chef Alex Stupak, author of Tacos: Recipes and Provocations.

Clearly, we in North America are living in some golden age of the taco.

Wait, What Is a Taco Though?

“Taco” is a word with many meanings in Mexico: It’s a wooden hammer and a slang expression for getting drunk, among a score of others. The late 19th century saw the first mention of tacos as the food we know today—what one dictionary defines as “tortilla de maiz rellena de carne picada, queso, etc., que se toma como refrigerio” (“a corn tortilla stuffed with ground beef, cheese, etc., which is taken as a snack”). It took another generation or so for tacos to surface in the United States.

“Tacos originally migrated to California and Texas in the 1920s,” writes Gustavo Arellano in Taco USA: How Mexican Food Conquered America, “and only made it into scattered Mexican cookbooks written by Americans in the 1930s.”

The Strangely Non-Mexican History of Tacos in the U.S.

Most of us who grew up well north of the border (and ultimately, people across a wide sweep of the planet) got to know tacos a generation after those first cookbook mentions. Around 1950, Glen Bell, an entrepreneur with family roots in Minnesota, opened a small chain of burger places in San Bernardino, California, same town where the first McDonald’s launched a few years earlier. Bell, though, was interested in giving his chain something different.

“They were simple constructions,” Arellano writes of the first Taco Bell tacos. “Prefried shell, ground beef, chopped lettuce, shredded cheese, and a chili sauce Bell modified from the same condiment used on his chili dogs. Tellingly,” Arellano notes, “the Latinos who frequented his stand eschewed the tacos in favor of hot dogs and hamburgers.”

BEFORE WE GET STARTED

Nixtamalization
The foundation of tacos—literally—is corn: the corn tortilla or tortillas that cradle fillings. The process of making tortillas begins with an ancient process called nixtamalization. As a grain, corn (a.k.a. maize) is huge, and it has a very thick hull, or pericarp. The ancient Mayas and Aztecs of what is now Mexico and Central America developed a simple method for removing this hull, a process known as nixtamalization: soaking grains of maize in water in which some alkali substance has been dissolved. Originally, these were ashes or naturally occurring sodium carbonate deposits known as lime nowadays Mexican cooks use cal, calcium oxide, sold as white, rocklike lumps, ready to be crushed and dissolved in hot water. The nixtamal softens the hull and allows it to partially detach from the kernel so it can be rubbed off. The softened grains that result can then be ground into masa, or dough, for making tortillas, tamales, and other dishes.

Corn Tortillas
The unleavened dough for tortillas—the prepared masa—is made from wet-milled nixtamalized corn. Stone burs cut and mash the corn as they grind kneading allows the mass to come together as a cohesive dough, ready for making tortillas. Tortillas are shaped by hand or machine and baked on a griddle known in Spanish as a comal.

Masa Harina
More and more corn tortillas are made with masa harina, a flour composed of flash-dried corn masa. (Maseca is the widely available brand.) “Because it’s made with less water… and then is dried,” writes food scientist Harold McGee, “masa harina has less masa aroma and an added browned, toasty aroma, and produces a softer texture than fresh masa.” http://www.mimaseca.com/en/

Flour Tortillas
Wheat-flour tortillas (tortillas de harina in Spanish) are typical of Sonora, in northwestern Mexico, where they’re used to make burras, the local type of tacos (we call them burritos in the U.S., where they’ve grown and morphed into something all their own). “[Burras] are filled,” Diana Kennedy writes, “ rolled, and served with a simple tomato sauce.” Traditional fillings are dried beef cooked with powdered chile (carne seca con chile colorado), but can be filled with carne machaca, shredded beef.

Tacos a la Parrilla or al Carbón
Region: Northern Mexico (Sonora, Chihuahua, Coahuila, Tamaulipas)
Typical Protein: Beef
The classic carne asada tacos, typically skirt steak, flank steak, or flap meat, salted, seared on a griddle (U.S. taco truck–style) or grilled over propane or charcoal, chopped, and scooped into warm tortillas.

Tacos a la Plancha
Region: All over Mexico
Typical Proteins: Beef, Pork
These are the ubiquitous tacos of taco trucks and lunch counters, protein and sometimes vegetables, seared and cooked on a flattop griddle, or in a cast iron or other large, heavy sauté pan. They can include taco versions of alambre, seared or grilled beef, chicken, or pork with bacon or chorizo, peppers, onion, and cheese.

Tacos al Pastor
Regions: Mexico City, Puebla
Typical Protein: Pork
The name means “in the style of the shepherd,” but the origins of this popular style are somewhat murky. They’re most likely related to Middle Eastern shawarma, an adaptation in Mexico by Lebanese and other Arab immigrants to Central Mexico. Thin cuts of pork are marinated with chile, spices, and pineapple, and threaded onto a long vertical spit, or trompo, then cooked while rotating in front of a heat source, gas, electric, or charcoal. Often in Mexico City, a peeled pineapple is skewered atop the meat the taquero includes a small slice in each taco.

Tacos de Canasta
Region: Mexico City
Typical Fillings: Refried Beans, Potato, Chicharron, Chorizo…
On the streets of Mexico’s capital, you’ll see guys on bikes fitted with huge baskets lined with thick blue plastic. Inside, layers of premade tacos (“tacos de canasta,” basket tacos) with various soft, highly seasoned fillings. From a separate container of salsa, and maybe one of pickles, fixed to the handlebars, you can season your tacos however you like.

Tacos de Guisados
Region: All over Mexico
Typical Fillings: Beef, Pork, Chicken, Eggs, Potatoes, Rajas, Cheese
A taqueria devoted to tacos de guisados will have a primary recognizable feature: the array of thick earthenware cazuelas filled with a variety of guisados, or “stews”: chicharron (fatty pork skins) simmered in red salsa, tinga (chicken stewed with onion, tomato, and chorizo), cooked nopalitos (young cactus paddles), and many, many more. Point at whatever you want, stand, and eat.

Tacos de Pescados y Mariscos
Regions: Coastal areas all over Mexico
Typical Proteins: Fish, Octopus, Shrimp
These include shrimp and—of course—the U.S. favorite, Baja-style fish tacos.

Buying Tortillas
Source fresh corn tortillas from a place with high turnover. If you’re not fortunate enough to be able to buy from a stand-alone tortilleria or the tortilla counter at a Latin American market, look for packages that feel fresh—they’ll feel pliable through the bag, an indication that they’re moist and tender. Avoid thick, handmade-style tortillas.

Heating a Stack of Tortillas
Place a tortilla directly on a hot gas or electric burner, leave for about 5 seconds, flip it over, and place another tortilla on top. Leave for 5 more seconds, turn both tortillas over, and place a third tortilla on top. Continue in this way until the whole pile is hot. Wrap in a clean cloth kitchen towel to keep warm and moist. If you follow anyone who regularly posts food photos on Instagram, you've most likely seen photos of these tacos. On carefully arranged tabletops, standing on the sidewalk outside of food trucks &mdash these are the tacos many have been trying to track down and find in the Bay Area, before photographing its lovely red cheesiness and eating them.

The quesabirria movement has been chugging along in the Bay Area, partly due to the deluge of photos on Instagram, but it has also been pumped up in popularity by Chronicle food critic Soleil Ho, who has been documenting her treks for quesabirria.

Quesabirria, or tacos birria, have popped up in multiple articles by Ho, with hungry food fans following her tracks in their own quest for the red tacos she's highlighted. (Luke Tsai with Eater SF wrote a fantastic history of the dish, from its origins in Tijuana to its move north, first to Los Angeles, then the Bay Area.)

Tacos El Patrón in the Mission is having its own moment after being highlighted by Ho earlier this week, with owners José Alberto Pineda and wife Mariana Reza telling SFGATE that the food critic's articles have helped popularize the taco at their restaurant. Pineda and Reza have been serving the taco birria at their Pleasant Hill location for two years before it caught on with the crowds.

"Before, whoever tried it, liked it," Pineda said of the early days of serving the tacos. "But after Soleil, it blew up &mdash a little too much, actually. That night when she published the first article, we sold out. Just yesterday, we sold out again on her new story . everybody has to try it. And once they come, I'm sure they stay because they like it."

Birria, for the uninitiated, is a Mexican stew traditionally made with goat, but these days, most places making these tacos, such as Tacos El Patrón, have swapped to the more crowd-friendly beef. The birria is served with cilantro and onion on a lightly toasted corn tortilla, wet with a little bit of the birria grease to give it that red look, and cheese (the cheese is also not traditional, Pineda admitted, but it's become a popular addition to the dish). The taco is then served with a side of consommé, or broth. Some people have taken to dipping the tacos in the sauce, much like a French dip sandwich, but Pineda also suggested sipping it alongside your tacos. (To each their own.)

What to Eat

There’s a plant-based Filipino food party happening downtown this weekend. OMG! (Oh My Gulay) seems to be a small food festival hidden away in Kapwa Gardens, a colorful community space in SoMa, but it’s featuring a few big names, including popular food truck Sarap Shop and the ultraviolet vegan bakery Ube Mami. Plant-based eaters who desperately miss Nick’s on Mission can catch a cooking demo from Chef Reina Montenegro, and there will also be (house) plants, crystals, and potions. It’s going down this Sunday, May 16, from 10 a.m. to 6 p.m. at 967 Mission Street.

What to Drink

Barman Greg Lindgren is steadily reopening his own bourbon bars and plans to crack open the doors at 15 Romolo in the next week or two, which is very good indoor drinking news. But in the meantime, the cocktail veteran is refreshing the drinks at Izzy’s steakhouse, which is a rare steak and cocktail opportunity. The new spring cocktail menu includes a “Pacific cup” with bourbon, ginger, and a curl of cucumber a “pluma rosa” with tequila, mezcal, and strawberry balsamic and a “Steiner spritz” with vermouth and celery shrub. Because what is spring without celery shrub.

What to Read

Nick’s Cove, that classic road trip destination up Highway 1, came out with a new cookbook this week. It may not be the flashiest restaurant cookbook this year, but it’s quietly wonderful, spinning back through the history of the waterfront property, and serving up classic and comforting seafood recipes, including oysters, chowder, crab cakes, and more. Check out the full review over here, then pick up a copy from Omnivore Books. Even if you can’t book a cabin for an oyster-fueled adventure this weekend, consider it an armchair getaway.

What to Watch

The Balboa Theater, that wonderful old picture palace that dates back to the 1920s, is reopening this weekend at 50 percent capacity. And what better way to celebrate than with a Godzilla monster film festival, which kicks off on Friday, May 14 (tickets right this way). The theater is also still going strong with its popcorn parklet, an unexpected and fun new neighborhood hangout. “Serving up the best popcorn in town since 1926!” the theater wildly claims, and respectable local beer, too. — Becky Duffett, deputy editor

The Tortilla Takes a Road Trip to Korea

TOMAS LEE has long dreamed of selling American consumers on Korean barbecue.

Mr. Lee, a 42-year-old native of Seoul, South Korea, who grew up in Mustang, Okla., took a step toward realizing that dream in October 2009 when he opened Hankook Taqueria in Atlanta, serving tacos stuffed with soy- and garlic-marinated beef, along with chicken and pork, all barbecued in the Korean style.

“I was going to open a traditional Korean barbecue restaurant,” Mr. Lee said. Then his wife, Mackenzie, had an idea. “She saw this thing about Kogi on the Web,” he recalled. “And I thought tacos might be a way to get Korean food on everybody’s table.”

What captured Ms. Lee’s attention was Kogi Korean BBQ-To-Go, a retrofitted catering truck that rolled onto the streets of Southern California in November 2008, selling corn tortillas piled with Korean-style barbecued short ribs known as kalbi, garnished with onion, cilantro and a hash of chili-soy-dressed lettuce.

Eighteen months later, dozens of entrepreneurs across the country are selling Korean tacos. Like Buffalo wings and California rolls, Korean tacos have gone national, this time with unprecedented speed. Few of these entrepreneurs appear to have made pilgrimages to Southern California to eat at a Kogi truck. (There are now five.) Many, especially those of Korean ancestry, say they studied news media reports of the Kogi concept, recognized their culture at the core, and made the concept their own.

“You get the feeling that this is our chance to mainstream Korean food,” said Jae Kim, a Seoul native, selling Korean tacos since February at his Chi’Lantro truck in Austin, Tex. “And it’s happening so quickly. It’s like everybody is realizing that it’s now or never.”

“I’ve never tasted anything like this before,” said Tim Burroughs, a recent customer at Hankook Taqueria. “It’s as if they’re making up a cuisine as they go.”

Granted, Koreans have long eaten kalbi wrapped in lettuce leaves, in a taco-like fashion. But it’s a 21st-century paradox that Korean food, still considered exotic by many Americans, has begun to gain widespread acceptance, when wrapped in a Mexican flatbread and topped with taco truck embellishments.

Last month in Indianapolis, John Ban, 31, raised in Indiana by Korean parents, and Arnold Park, 28, a native of Seoul, began selling $2 tacos — corn tortillas piled with nubs of beef, chopped onions, cilantro leaves and red jalapeño salsa — late at night to club kids who visited their West Coast Tacos truck.

“First we were going to move to Korea and open a regular taco truck,” said Mr. Ban, who has worked as a D.J. and hip-hop artist. “Then we thought we’d do a Korean taco truck in Korea. We settled on doing a Korean taco truck in Indianapolis.”

“The meat makes it Korean,” said Mr. Ban, who marinates chuck roll in a soy and garlic sauce that is traditionally used with Korean barbecue dishes. “The tortilla and the toppings are a way to tell our customers that this food is O.K., that this food is American.”

Cecilia Hae-Jin Lee, a native of Seoul, raised in Southern California by parents who ran a bodega that catered to a Mexican clientele, said the Mexican-Korean culinary connection was born of proximity.

“The idea of Korean tacos isn’t new,” said Ms. Lee, who wrote a guidebook to South Korea and recently finished writing a Mexican cookbook. “Koreans run stores. They hire Mexican workers. They eat together.”

“Before, when Koreans ran out of rice and grabbed a tortilla to go with our kalbi, we called it lunch,” she added. “Now we call it a Korean taco.”

The dish may have honest folk roots, but many Korean taco makers across the country recognize Roy Choi, a Kogi founder, as the pioneering force.

“Chef Roy was the alpha,” said Bo Kwon, who has been serving Korean Oregon Infusion BBQ from his Koi Fusion trucks in Portland, Ore., since May 2009.

“We just Portlandize what he did in L.A.,” said Mr. Kwon, whose menu borrowed from Mr. Choi’s in the manner that 50 Cent sampled Biggie Smalls.

What to Cook This Weekend

    Mr. Choi respects the work of Koi Fusion, where the specialty is a marinated short-rib taco, a virtual Kogi knockoff dressed with shredded cabbage, chopped onions, scallions, bean sprouts, cilantro, daikon sprouts and salsa.

    But he worries about what will happen as more and more restaurateurs adopt the form.

    “If Kogi-inspired trucks change how American eats, I’ll be a pig in slop,” Mr. Choi told a November 2009 gathering of chefs at the Culinary Institute of America’s Greystone campus in St. Helena, Calif. “But if their food isn’t any good, I’ll be Kurt Cobain.”

    Mr. Choi’s day of reckoning may come soon, for Kogi-inspired tacos are now legion.

    Four Portland vendors compete with Koi Fusion, including Boolkogi, Bulkogi and Korean Twist.

    Ten or more trucks now roll through Southern California, where Bool Korean BBQ Tacos & Pastels serves Korean, Mexican and Brazilian foods. Calbi Fusion Tacos and Burritos, financed by an investor in the Baja Fresh Mexican Grill chain, is selling franchises.

    In the Bay Area, home to a half-dozen or so operators, Jomar Guevarra, a Filipino, and Sam Pak, born in California to Korean parents, work the MoGo truck, dishing short-rib tacos as well as bacon-wrapped and kimchi-topped hot dogs.

    Although Korean taco saturation is greatest in California, the growth of the genre is not restricted to the West Coast.

    At Meritage in Philadelphia, Anne Coll, former chef of the Chinese-French restaurant Susanna Foo, serves a Wednesday night special of braised short-rib tacos, topped with kimchi. (The sous chef Ann Suk Miller, whose mother is Korean, previously served a very similar dish at Ansill, another restaurant in the city.)

    In Austin, Mr. Kim, the owner of Chi’Lantro, dishes tofu tacos with a soy vinaigrette salad. “Korean tacos are what’s next,” he said. “After that, maybe it’s Korean pizza.”

    In Chicago, Steve Lee, born in the countryside outside Seoul, serves chips and salsa, aguas frescas and kimchi-topped tacos at Taco Chino, a restaurant he opened in December in a strip mall.

    The President’s New Favorite Taco Spot Has Customers Lining Up For ‘The Biden Bundle’

    When restaurateur Josh Phillips heard one morning this month that Las Gemelas, his new Washington, D.C., taqueria, was getting a visit from Small Business Administration officials, he thought it was curious how many plainclothes secret service agents showed up in advance. It all made sense when President Joe Biden walked through the doors instead.

    Biden was there for lunch, yes, but also for business. He wanted to personally inform Phillips, part of a team of owners, that Las Gemelas was the first restaurant to receive funding from the $28.6 billion Restaurant Revitalization Fund that helps small businesses that are majority-owned (as Las Gemelas is) by women, veterans and/or socially and economically disadvantaged individuals. Las Gemelas is set to receive $667,000 to offset business difficulties caused by the pandemic.

    But let’s get back to the tacos. I spoke to Phillips about how the visit from the President turned out to be a stimmy all its own—boosting business by about 30 percent overnight and continuing to draw crowds.

    “The Biden bump is real,” Phillips says, “and so is the Biden bundle, which is all anyone is asking about.”

    I understand the Biden bump. What’s a Biden bundle?

    Josh Phillips: That’s what we call his order—because the President ordered a lot. He got tacos al pastor, tacos de lengua, tacos de carnitas, and tacos de barbacoa. He also got two quesadillas—con chorizo and con hongos. As the President pointed out [on a video shared on Instagram by chef Rob Aikens] these were his tacos, not anyone else’s. And now we have customers coming in saying, I’ll have what the President had. So we send them away with the bundle.

    Your restaurant opened on March 15 after being delayed for almost a year by the shutdown. What was it like having Biden among the early wave of customers?

    Josh Phillips: It felt really nice. I’m from Delaware and grew up about three blocks from Biden’s house. He’s a hometown hero. To see him walk through the door was validating. We talked for a few minutes and it turns out his granddaughter goes to the same high school I attended. It felt like a friend checking in more than the President of the United States coming for tacos.

    How challenging was it this year to survive as a small-business owner?

    Josh Phillips: We did okay. Our other restaurant, Espita, got PPP money to keep us afloat, and we made good decisions in planning. A lot of restaurants planned in summer for winterizing outdoor space but we took a different approach and said, how can we winterize the business? Our food at Espita isn’t particularly takeout friendly, so we came up with a concept called Ghostburger, a burger and cheese steak operation that took off immediately. It’s comfort food and even when we go back to our original plan, there’s no way we’re saying goodbye to Ghostburger.

    Do you expect you’ll see the President again?

    Josh Phillips: I’m not sure but it was a pretty lucky visit. He probably didn’t notice this but the cost of his order came to 46, which must be an omen of some kind.

    This bakery in the Castro excels at making breads that are as pretty on the outside as they are flawlessly constructed on the inside. One prime example is the Rosemary Olive Fougasse. This Provencal loaf is made in the traditional tree shape, its branches spotted with bits of rosemary and green olive. The bread is chewy yet tender, with a hint of fruity olive oil. The chunks of olive are large enough to add a bit of brine and salt, while the rosemary perfumes every bite.

    Delicious whole-wheat bread can be hard to find, but not at Thorough Bread. Case in point? Its Purple Whole Wheat Baguette. This bread has all the attributes of a traditional French baguette: a sturdy crust, a chewy yet airy interior with big, irregular holes, and a fresh and slightly sweet flavor. Thorough Bread also stocks a variety of other hard-to-find breads, such as a collection of demi-loaves and a terrific teff miche.

    Ah, bread. Is there anything more perfect than a freshly baked loaf? From slim, airy baguettes to nutty whole grain rounds, there is a style to fit every taste and occasion. That's why it's important to have a good bread bakery in your life: somewhere to go if you need a sweet, eggy challah to make your french toast or a tangy sourdough to dip in your soup.

    Luckily San Francisco is home to more than its fair share of stand-out bakeries. There are well-known artisans like Acme and Tartine, as well as lesser known neighborhood spots. No list of bakeries in San Francisco would be complete without a Mexican bakery, a few baking cooperatives, and some old-school Italian-American purveyors who clearly hold onto the ancestral mantra that bread is essential to the table.
